This kit consists of the metal frame, window (with e-approval), the outer rubber around the frame and the rubber around the glass with which it is mounted in the frame.
The advantage is that you can paint the frame in the desired colour, before mounting it in the bus.
The only thing you need is the rubber on the body (BBT 7416), the hinge (BBT 0397-100), a pop-out latch (BBT 0347-50 or 0347-550) and the following screws:

5x 0397-130 to attach the hinge to the pop-out frame
3x 8764-04-016 to fix the latch to the body
2x 8763-04-008 to secure the latch to the pop-out frame
